I might just be uncultured, but wouldn't most Emperors be considered dictators--if hereditary ones? It's not as though inheriting your position suddenly frees you of all culpability.
Pic for example. One dictator who was deposed, and ultimately replaced by another one, and than another (Kerensky appointed himself Supreme Commander, and we're all familiar with Lenin). The difference being he got his job from his daddy.
